                     Forging a New Alliance

                  A Military-Political Scenario
                               by

In the winter of 1992, rampant starvation and raw material
shortages throughout the Soviet Union led to widespread rioting and
at least one popular coupe attempt in the name of Boris Yelson.
All of this left the military hardliners very nervous. In March,
Gorbachev, on the verge of a nervous breakdown, announced the
dissolution of the Communist Party, and eminent popular elections.
It was too much for many military officers. A group of renegade
commandos landed at Keflavik, Iceland. They destroyed all military
hardware, slaughtered all military personnel, and imprisoned many
civilians. They declared the island a sovereign communist state
and renamed it the "Isle of Marx" (IOM). The commandos were soon
joined by several squadrons of aircraft and subsequently threatened
war on any nation interfering. There are rumors of other
defections to the IOM, including front-line subs, surface vessels,
and possibly more aircraft. The CIA evaluates these rumors as
being a gross exaggeration.

President Gorby proposed a NATO-USSR alliance against the
IOM, but all NATO "allies" quickly rejected any involvement of
their forces, or forces stationed on their soil. The US Congress
eagerly accepted the new alliance and insisted that it proceed.
Gorby suggested, that as a show of mutual trust and unity (and to
prevent further defections), a US carrier battle group proceeded
to the Beloye More (White Sea). You are VERY leery of this whole
operation, but you are selected as the operational commander.

You are to take the nearest CVNBG directly to the White Sea at
top speed. To complete this mission, it is essential to refuel the
BG. Two AOR's with escorts have been dispatched and are proceeding
at top speed to the rendezvous point at 69-00N 00-00W. All SSNs
deployed in the North Atlantic are at your disposal.

This scenario is to be played on the NATO side only. The
track plans for your surface forces have been laid out for you.
Depart from them at your own risk. After your formations are set,
ensure that you increase the speed of your surface units to "Max.
Group". You must remain in the vicinity of the rendezvous point
for 12 hours to ensure complete refueling and resupply. There are
no specific requirement for the resupply group following
rendezvous, but complete victory will not be achieved if either AOR
is lost. You are not to give orders to any port or air facility
that appears in the scenario (NATO is not playing).

The rules of engagement for this scenario follow. You are on
the honor system here --this is a vital part of completing any
military mission, so take them to heart! The powers-to-be have
given the positions of all US forces and the track plans of your
surface units to the Soviets, and instructed them to stay well
clear. Therefore, approaching units are assumed to be hostile (or
too stupid to live). All other units are assumed friendly unless
they initiate hostilities. Indiscriminate challenging of Soviet
units could lead to WW3, therefore ensure that you have been
approached.

ROE 1) Keflavik air field, all units originating from
Keflavik, and all units within 200nm of Keflavik
are assumed hostile. Military authorities are
insistent however, that the base not be damaged to
prevent civilian casualties and preserve its
usefulness as a future NATO facility.

ROE 2) If any unit of a group initiates hostilities, the
               entire group is assumed hostile.

ROE 3) Any unit approaching within 300 nm of either
surface group, within 100 nm of any aircraft, or
within 50 nm of any sub are to be
               considered hostile.
